This Fucking Guy works best when each post describes one exact public behavior, gives enough context to make the scene obvious, and avoids turning the joke into a personal information dump.
Submissions can publish quickly, then the community helps sort the strongest examples through voting, comments, tags, and reports.
Handles are public. Email addresses are not. Public profiles show what a person has posted or commented under their chosen handle.
Report tools exist to hide or flag low-quality or rule-breaking content. Moderation is there to remove the truly bad stuff, not to flatten the site into corporate wallpaper.
